COMMISSIONER’S PRIORITIES

By the year 2030, projections indicate that most jobs will require some training beyond high school. This could be a traditional 4-year degree, a 2-year associates, or an industry credential. Today, too few Texas students are obtaining postsecondary credentials. Without bold action, Texas faces a future of diminished incomes, opportunities and resources. Initiated by the Higher Education Coordinating Board, the 60x30TX Plan is designed to ensure that a competitive and prosperous future remains for students seeking to better their lives and the lives of their families. The state has adopted 60x30TX as our collective goal.

In an effort to support far more rapid improvements in student o utcomes to meet the goals of 60x30TX, the Texas Education Agency has adopted a strategic plan. The plan includes four strategic priorities and built on supporting actions to guide our work on behalf of the more than five million school children in our state.

TEA’S EFFECTIVE SCHOOLS FRAMEWORK

At the core of effective schools is effective instruction: intera ctions between students, teachers, and content determine learning outcomes. This instructional core is strengthened and supported by effective, well-supported teachers, high-quality curriculum, and positive school culture. Strong school leadership and careful planning encompass and ensure each of these levers.

The Effective Schools Framework consists of a set of district co mmitments and, for schools, essential actions. District Commitments describe what local education agencies do to ensure that schools are set up for success. The Essential Actions describe what the most effective schools do to support powerful teaching and learning.

Effective campus instructional leaders with clear roles and responsibilities develop, implement, and monitor campus systems and structures that are aligned to a compelling school mission, vision, values, and goals rooted in student achievement.

Campus leadership retains effective, well-supported teachers by strategically recruiting, selecting, assigning and inducting teachers so that all students have access to high-quality educators.

Campus leaders provide teachers with job-embedded professional development, including observation and feedback cycles, and access to time and data needed to reflect, adjust, and deliver instruction that meets the needs of all students.

REGION 7 EDUCATION SERVICE CENTER

is one of 20 regional education service centers statewide that participates in the planning, development, coordination, implementation, and evaluation of innovative education programs. This upcoming year will be our 56th in existence. Counties served by Region 7 ESC include: Anderson, Angelina, Cherokee, Gregg, Harrison, Henderson, Nacogdoches, Panola, Rains, Rusk, Sabine, San Augustine, Shelby, Smith, Upshur, Van Zandt, and Wood. Education service centers do not have tax levying or bonding authority and rely on grants and contracts for funding. Revenues are received from three primary sources: federal, state, and local funds.

Payment using federal/state grant funds for services is contingent upon school’s receipt of the award and must be aligned with the grant period of availability.

If using funds for Region 7 ESC services, ensure that these services are written into district and campus plans, if required. Schools must comply with supplement, not supplant requirements. Schools must assure that use of funds complies with grant requirements.

WORKSHOP REGISTRATION

Welcome to the Region 7 Education Service Center Workshop System. The Education Service Center (ESC) offers a variety of professional development opportunities for s chool and charter educators, administrators, personnel, parents, and involved community members.

Requirements for Workshop System

- A valid email address to create an account and register online

- A unique username and password

- Your TSDS Unique ID number (LEAs)

- Include work and home email addresses to receive email registrations, especially in summer

- Verify account information each time you register

Process and Policy for Workshop Sessions

Your workshop account moves with you from district to district. Do not create a new account if you change districts. Simply update your account information.

- Register early. Workshops fill quickly. Our workshops involv e time and effort in planning for outside presenters, books, materials, handouts, and facility arrangements.

- Registration and payment deadline is seven calendar days prior to the workshop start date.

- Registration approval only occurs after payment is received.

- If payment is not received, a participant’s registration status is changed to “dropped” and an email notice is sent.

- Admission after the registration deadline is based upon receipt of payment and availability.

- Participants receive email and/or text messages based on thei r preference selection in their profile.

- There is a “resend confirmation” button located under “My Upco ming Workshops” to get a confirmation resent to you.

- For special arrangements or needs, please contact the workshop contact 2 weeks in advance.

- In order to maintain the professional learning environment and the safety of minors, we ask that you do not bring children under the age of 18 when you attend training.

Workshop Fees

- Fees vary depending upon district and charter Co-Op memberships with Region 7 ESC.

- Region 7 ESC accepts MasterCard and Visa for online workshop registrations.

- Workshops listed for “Co-Op Members Only” are limited to persons employed by those districts.

Workshop Cancellation / Refund Policy

- A refund is granted if cancellation is three calendar days prior to the workshop start date, or if Region 7 ESC cancels the workshop.

- The ESC reserves the right to cancel a workshop due to low enrollment or unforeseen circumstances.

- If the ESC closes due to inclement weather or other unforesee n circumstances, information can be found at:

Staff Development Records

- Workshop certificates are available online through your “My Co ntent” after completion of your workshop evaluation.

- Upon completion, a certificate icon will appear under “My Work shop History”, allowing you to print your certificates at your convenience.

- Transcripts can be viewed and printed by clicking the “View/Print Transcript” or “View/Print Transcript by Date” button.

Our EB team currently provides approximately 200 distinct workshop titles, with about 75 of those having distance learning options! We’re building on those every day FOR YOU!

The support provided by the Region 7 ESC Title III service team has been exceptional and tailored to the needs of not only our staff, but also our students. Different avenues of professional learning have led to both teacher and student growth. The team is genuinely service oriented. They have assisted Gilmer ISD during our designated professional learning days, and even modeled instruction with our Emergent Bilingual students preparing them for the TELPAS assessment. The Title III collaborative is truly a partnership and one that our district relies on for continual support.

The support HISD received from Region 7 this year has been tremendous. This team is so thoughtful in their planning and development, delivering content to staff and students that both delivers the message of how powerful bilingualism is and delivering impactful strategies to master language objectives and TELPAS. I feel like our teachers feel more comfortable and our students are more prepared than ever to master TELPAS objectives.

The Digital Learning Cooperative supports state initiatives like ESF, TIL, and Strategic Priorities. It offers resources to districts to boost teacher retention, supply data for TIA, and equip educators with advanced technology and training to enhance student performance and meet diverse needs, aiming for the Distinguished level of T-TESS.

ONLINE LEGAL COMPLIANCE TRAINING THAT CAN BE TAKEN FROM THE COMFORT OF YOUR HOME OR OFFICE.

eTrain Advantage is an online legal training program designated specifically for educators. These programs provide state-required preventative and compliance training using interactive and engaging content.

TITLE I, PT C MIGRANT

BRIDGE THE EDUCATIONAL GAP FOR MIGRATORY STUDENTS.

The Title I, Part C Migrant Education SSA program ensures that all migratory children reach challenging academic standards and graduate with a high school diploma or complete a High School Equivalency (HSE) that prepares them for responsible citizenship, further learning, and productive employment.

Source: The Texas Education Agency In Texas, migrant children and youth are identified and recruited for the Migrant Education Program (MEP) through a face to face interview process.

A Certificate of Eligibility (COE) form is completed during each interview. The COE is an official, legal document that contains all the information needed to determine eligibility.

By enrolling eligible students in the MEP:

• Recruiters help migrant students obtain education assistance they need

• Migrant students have more resources available to help lessen the negative educational consequences associated with migration

• Recruiters have the opportunity to connect migrant children to the greatest number of educational services

As part of the Migrant SSA, members will receive on-site and area support in recruiting and identifying migrant students and Out of School Youth.

Due to the mobility of many migrant students, they o�en face differences in curriculum, academic standards, homework policies and classroom rou�nes, as well as inconsistent course placement.

INSTRUCTIONAL TIME

Family mobility and delays in enrollment procedures may impact a�endance pa�erns and the amount of �me migrant students spend engaged in learning.

SCHOOL ENGAGEMENT

Migrant students encounter challenges in adap�ng to new schools, forming friendships, and fi�ng in socially. These challenges fall into three categories: (a) behavioral engagement, involving par�cipa�on in ac�vi�es; (b) emo�onal engagement, encompassing reac�ons to teachers, peers, and school environment; and (c) cogni�ve engagement, reflec�ng their investment in learning influenced by expecta�ons, relevance, and cultural connec�ons.

SCHOOL ENGAGEMENT

Migrant students o�en speak a language other than English at home, which can hinder their learning in content areas. However, it's crucial to understand that using MEP funds to address limited English proficiency is generally not recommended. This is because it may interfere with ac�vi�es be�er funded through state bilingual/ESL or federal programs like Title III.

EDUCATIONAL SUPPORT IN THE HOME

While many migrant parents value educa�on very highly for their children, they may not have the educa�onal resources or knowledge to provide the support expected by school staff.

HEALTH

Migrant children face higher propor�ons of dental, nutri�onal, acute and chronic health problems than non-migrant children and are more likely to be uninsured and have difficulty accessing health care to address health problems which are interfering with a student’s ability to succeed in school.

ACCESS TO SERVICES

As a result of language barriers or the mobile family’s newcomer status, migrant children and families o�en face difficul�es accessing educa�onal and educa�onally-related services to which they are en�tled.

CHILD NUTRITION

EcoLand is a hands-on learning center for Region 7 ECSE, Head Start, PreK, Kindergarten, and 1st grade students, offering a multi-sensory experience to explore and understand the Earth. The goal is to engage all senses and teach foundational, standards-based elements through hands-on methods, preparing children for higher-level critical thinking skills.

Attendance is free for students, and EcoLand certification, required for teachers, is free for Region 7 campus staff in member districts of the Academic Content Coop or the Head Start/Early Head Start Coop.

Bus Driver Credentials:

• Must have a valid Texas CDL license, either Class A or B (with P and S endorsements)

• Must be at least 18 years of age

• Must have a safe driving record in accordance with state law and district requirements

• Must pass a physical examination by a TxDOT-certified physician each year. The day the physical is taken invalidates the previous physical. If failed, the driver must notify Transportation management immediately. Under DOT regulations, a driver cannot drive with a failed physical

• TX DPS requires that all Texas CDL holders must provide a Self-Certification Affidavit (CDL-7) at the time of license renewal and/ or changes required by TxDOT
